What is the difference between mixing and mastering?

Short answer

Mixing combines separate tracks into one whole. Mastering is the final step, making the complete mix sound right on every platform.

Mixing brings the separate tracks together: you balance voices, music and effects and give each sound its place. Mastering is the final step. You process the complete mix as a whole, so it plays at the right volume and with the right sound on every platform. For commercials, that includes meeting loudness standards.
